How to run a basic evaluation yourself

Here is a workable process for a beginner VHF/UHF station. It takes a few minutes and no special equipment.

  1. Find your power at the antenna. Start with transmit output, then subtract feedline loss. A 50 W radio through coax with 2 dB loss delivers about 32 W to the antenna.
  2. Add antenna gain. Multiply by the antenna's gain (as a ratio, not dB). Effective radiated power drives the field strength.
  3. Apply your duty cycle and mode factor. FM is 100% duty while keyed, but you are not keyed continuously. SSB and CW average far lower. Multiply by the fraction of the averaging window you actually transmit.
  4. Estimate power density at the nearest person. The far-field power density falls off with the square of distance: S = (P × G) / (4 × π × d²), where S is in the same units you keep consistent, P is power, G is gain ratio, and d is distance.
  5. Compare to the MPE limit for your band and the controlled/uncontrolled category. If you are under the limit with margin, you pass. Write down the numbers, the date, and your conclusion.

Handheld (HT) considerations

Handhelds are a special case because the antenna sits inches from your head. That closeness matters, but two things work in your favor: low power (typically 1-8 W) and the fact that portable devices are evaluated under different rules than fixed stations.

  • Keep the antenna off your face. The single most effective habit is not pressing the whip against your eye or temple while transmitting. Hold the radio so the antenna is a few inches away, or use a speaker-mic so the radio sits away from your head entirely.
  • Higher-gain whips concentrate energy. A long high-gain whip radiates more toward the sides; that is good for range but means more field near you. A speaker-mic helps most here.
  • Duty cycle is very low. Typical HT conversation is short overs with long listening gaps, so your time-averaged exposure is small.

Higher power and permanent antennas raise the stakes, so this is where most real evaluations focus.

Mobile. A roof- or trunk-mounted whip puts the antenna above and away from occupants, and the vehicle body shields somewhat. Keep people from lingering beside a keyed mobile antenna, and mount the antenna where its base is not at head height for someone standing outside the car.

Base station. This is where distance and height do the work. A vertical or beam mounted well above head height and away from windows, decks, and neighbors clears the uncontrolled limits easily because power density drops with the square of distance. Practical rules:

  • Mount base antennas high and clear, which also improves range. Height helps exposure and performance at the same time.
  • Keep the antenna away from occupied spaces: bedrooms, a neighbor's deck, a walkway.
  • Run your evaluation at the closest point a person can reach, not the average distance.

Common mistakes and misconceptions

A few things trip up new hams on RF safety.

  • "Low power means I'm exempt." No. The categorical exclusion ended in 2021. You must still evaluate, even at 5 W. You will almost certainly pass, but you have to do it.
  • Confusing RF exposure with ionizing radiation. Amateur RF is non-ionizing. It cannot break chemical bonds or cause the kind of damage X-rays do; the only established hazard is tissue heating at high levels. Do not let scare headlines conflate the two.
  • Ignoring duty cycle. Evaluating as if you transmit 100% of the time is overly conservative for FM voice and wildly so for SSB or CW. Use realistic averaging.
